Meeting Minutes
January 15, 2018


Present:  Todd Machnik (Chairman), Steve Martino, Donald Willis

Absent:  Steven Ross, Gary Smith, Dave Roberge (ex-officio)

Guests:  None

1. Call to Order
Chairman Todd Machnik called the meeting to order at 5:30 PM.


2.  Approval of Minute - Regular Meeting October 16, 2017
Todd Machnik moved to waive the reading of the minutes and approve the minutes of regular meeting October 16, 2017 as submitted. Don Willis seconded the motion.
SO VOTED.
Chairman Todd Machnik reported that Donald Willis was appointed by the Board of Selectmen this month as a regular member of this Board.  He thanked Don for serving in this position.


3.  Correspondence
Todd did not have any new correspondence at this time.


4.  Old Business
a.  Swan Brook Outfall Repairs and Grant Update
Todd showed members photos that he took today of the Swan Brook issues that need attention.  He had nothing new to report on any progress made regarding grants.

b. Sheffield Brook Update
Todd showed members photos of the repairs made to Sheffield Brook that he took today and there was a discussion.  He reminded members that this work was done using a grant from the Department of Agriculture.  

5.  New Business
a. Election of Officers 2018
The Election of Officers for 2018 was tabled until the next meeting when more members would be in attendance.  Todd Machnik will stay on as Chairman until elections can take place.


6. Other New Business
Todd Machnik reported on the Coastal Resilience Public Meeting held in Old Saybrook at the Duffy Pavilion at Saybrook Point on November 15.  Todd and Harold Thompson (Chairman of the Planning Commission) had attended.  This meeting was to learn about the draft plan drafted by GZA, a leading environmental and geotechnical consulting firm, which included flood resiliency strategies and suitable adaptation options to protect Old Saybrook from now into the future from sea level changes.  There was a review of potential resilience measures including drainage improvements, flood-proofing critical buildings and elevating roadways.  Todd stated that the Town of Old Lyme needs such a plan, and the Planning Commission, along with the Flood and Erosion Control Board, will plan to host a meeting and invite GZA firm to present.  Todd stated that the GZA firm is also very good at self-funding from available grants.  Once the Town of Old Saybrook has a final plan, they have promised to send a copy of the plan to Todd or Harold Thompson.  Planning for this is under the mission statements of both the FEC Board and the Planning Commission.  There was a discussion, and board members were supportive.

8. Adjournment
Don Willis moved to adjourn the meeting at 6:05 PM, and Steve Martino seconded the motion.  SO VOTED.

Our next meeting will be on Monday, April 16, 2018 at 5:30 PM, Town Hall, second floor meeting room.
